David has more than 37 years of experience as an environmental planner and resource manager. This experience encompasses a wide range of environmental issues and projects in both the public and private sectors. In particular, David’s knowledge of New Zealand local government is one reason why he is sought after for both private sector and local government work.
In recognition of his contribution to the planning profession and demonstrated leadership, the New Zealand Planning Institute bestowed on him a Distinguished Service Award in 2007.
David is a certified Hearings Commissioner in accordance with the Making Good Decisions Programme, and has extensive experience as a Hearing Commissioner in a range of RMA matters.
David also has considerable experience in Plan development and administration, policy formulation and in making submissions to Plans. Preparation of resource consent applications and Assessment of Effects on the Environment is also a cornerstone of David’s work. This has included a wide range of applications, activity types and locations and encompasses preparation, processing, evidence preparation and presentation, preparation of notices of appeal and negotiation of consent orders. David is also very experienced at preparing notices of requirement and outline plans for designated sites.
David has a particular strength and track record in public consultation. He constantly strives to achieve the best possible outcomes for all parties involved in, or affected by, an environmental issue.
He recognises the importance of achieving a successful environmental outcome in both the short and long term through the use of appropriate decision making processes.
